Change provisions relating to appointment of counsel for juveniles

  • Extends early appointment of defense counsel to all counties in Nebraska, not merely counties with a population of at least 150,000 people
  • Provides that even if a youth has previously waived their right to counsel, they may at any time request counsel and counsel shall be appointed
  • Provides that the Supreme Court of Nebraska shall periodically review and maintain the guardian ad litem standards and guidelines for all attorneys practicing in juvenile court
